L(旅游)签证

L字（旅游）签证
一、申请对象
发给入境旅游的外国人
二、法律依据
《中华人民共和国出境入境管理法》
《中华人民共和国外国人入境出境管理条例》       
三、申请条件
签证延期：持L字签证入境的外国人，因原入境事由尚未终止或者因其他正当事由需要在签证停留期限届满后继续停留且无需变更签证种类的，应当在签证注明的停留期限届满七日前申请延长签证停留期限。
签证换发：因使用新护照、入境后增加偕行人的，应当在签证注明的停留期限届满七日前申请换发L字签证。
四、申请材料
1.有效护照或者其他国际旅行证件、签证页、入境验讫章原件和复印件。
2.《外国人签证证件申请表》。
3.住宿申报证明。
4.近期白底两寸正面半身免冠照片一张。
5.旅行计划行程安排，团体旅游还应提交旅行社证明函件（内容包括：①接待人或单位和申请人基本情况；②申请人行程安排及停留期限③在华期间生活费用和遵守中国法律担保）。
6.代为申请的接待单位或个人，出具申请人在华期间费用和遵守中国法律担保书，个人须提交有效身份证明。
7.未登记备案和年审的单位，提交经年检的注册登记证明。已通过年审的登记备案单位提供经年审的登记备案证明。（提交注册登记证明材料标准参照登记备案须知）
8.因外国人护照即将到期或者签证页用完等情况领取新护照的,除提供1至4项材料外，还须提交本次入境时所持护照或者所属国驻华使领馆出具的已收回本次入境时所持护照的相关证明。可换发与原L签证入境有效期、停留期及原L签证剩余有效入境次数一致的签证。
9.因外国人入境后增加偕行人的，除提供1至4项材料外，还须提交本次入境时所持护照，偕行人的出生证明。可换发与原L签证入境有效期、停留期及原L签证剩余有效入境次数一致的签证。
10.其他应当提交的证明材料。
五、申请时限
延期：可以申请延长不超过30日的停留期限，具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。
六、代为申请
   公安机关出入境管理机构受理外国人申请签证和居留证件延期、换发、补发以及停留证件，应当要求申请人本人到公安机关出入境管理机构办理相关手续并接受面谈。具有下列情形之一的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请：
1、未满16周岁或者已满60周岁以及因疾病等原因行动不便的。
2、非首次入境且在中国境内停留居留记录良好的。
3、邀请单位或者个人对外国人在中国境内期间所需费用提供保证措施的。
七、办理流程
咨询——填写表格——取号——受理——获取取证回执——打印缴费凭证——缴费——取证。
八、办结时限
7个工作日。
九、注意事项
1.有关证明外文材料应当翻译成中文。
2.申请人须接受面谈。满足代为申请条件的，可以代为申请。但通知申请人或者有关单位、个人面谈，无正当理由未在约定时间内接受面谈的，可以依法不予签发签证证件。
3.延长签证停留期限，仅对本次入境有效，不影响原签证的入境次数和入境有效期，且累计延长的停留期限不超过原签证注明的停留期限。换发签证的，原签证失效。
4.未注销中国户籍的人员，应注销户籍后再提出申请，必要时提交公安机关出具的户籍注销证明。
十、法规提示
1.申请延长签证停留期限的，应在签证注明停留期限届满7日前提出申请。
2.申请人所持护照或者其他国际旅行证件因办理证件被收存期间，可以凭受理回执在中国境内合法居留。
3.出具邀请函件的单位或个人应当对邀请内容的真实性负责。
4.公安机关出入境管理机构可以通过面谈、电话咨询、实地调查等方式核实申请事由的真实性，申请人以及出具邀请函件、证件材料的单位或个人应当予以配合。
5.公安机关出入境管理机构作出的不予办理普通签证延期、换发、补发，不予办理外国人停留居留证件、不予延长居留期限的决定为最终决定。
6.对于不予签发签证的，签证机关可以不说明理由。

III. Application Requirement
Visa extension: For the reason that the activity or activities for which foreigners apply for the L visa originally has not yet terminated or for other legitimate reasons, foreigners holding L visa, who need to stay beyond the expiration date specified in the visa and are not required to change the type of visa, shall apply for extending the visa at least 7 days prior to the expiry of the duration specified in the visa.
Visa reissuance: In case applicants change their passports or add accompanying persons in their passports after entering into China, applicants shall apply for visa reissuance at least 7 days prior to the expiry of the duration specified in the visa.
IV. Application Documents
Originals and copies of valid passport or other international travel document, visa, entry stamp;
Visa, Stay Permit and Residence Permit Application Form;
Accommodation Registration Form for Foreign Nationals;
One recently taken half-length, white background, bareheaded, full-faced two-inch photo;
Travel plans itinerary; group tourist shall submit the proof letter provided by travel agency (The letter shall contain the brief description of the reception entity or individual and applicant, the applicant’s travel itinerary and duration of stay, the guarantees of the applicant’s living expenses during his/her stay in China and the guarantee for the applicant’s observation of laws and regulations of China);
The entrusted host organizations or individuals shall submit a document that which guarantees the applicant’s living expenses in china and the certificate which guarantees the applicant’s abiding by the Chinese laws. Individuals shall submit valid identity certificate;
Host organizations not registered or filed for annual inspection shall submit legal proof of registration to the local exit and entry administration authority of public security organ; host organizations registered and having filed for annual inspection shall submit proof of registration for annual inspection(see the Instructions of Registration and Record of Host Organizations);
Applicants, who hold a new passport for the last one is about to expire or visa pages have run out, shall produce the foregoing documents in items 1 to 4 hereinabove, and submit the passport used for entry into China or certificate issued by embassy or consulate of applicant’s country in China, certifying that the passport used for entry has been collected; Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;
For newly added accompanying persons in passports, applicants shall produce the foregoing documents in items 1 to 4 hereinabove, as well as the passport used for entry into China and birth certificates of the newly added accompanying persons. Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;
Other documents required by the local exit/entry administrations of public security organs when necessary.
V. Duration of stay
Extension: Applicants can apply for the duration of stay within 30 days. The exit/entry administrations of public security organs shall have the discretion to determine the appropriate duration of stay on the basis of the applicant’s situation.
VI. Entrusted Application
The application of visa, the extension and reissuance of residence permit as well as stay permit are accepted by exit and entry administration of public security organs, where the applicant is required to go through relevant formalities in person and at the same time, be interviewed. Under any of the following conditions, the application may be entrusted to host organizations or individuals, relatives of the applicant, or specialized agencies:
   1. The applicant is under the age of 16 or at the age of 60 or above, or has mobility difficulties for illness or other reasons;
   2. The applicant has been to China before and keeps a good record of stay or residence in China;
   3. Provision of guarantee measures for the expenses required in China by the host organization or individual to the applicant.

VIII. Processing Time
Within 7 workdays
IX.Notice:
1. All relevant documents issued by overseas organizations shall have Chinese translation.
2. Applicants are required to be interviewed. Applicants who match entrusted conditions may entrust host organizations or individuals, relatives of the applicant, or specialized agencies to file the applications. But if applicants or relevant persons and organizations are notified to be interviewed by the local exit and entry administration authority of public security organ, the one who fail to be interviewed at an appointed time without valid cause, may result in rejection of the application.
3. The extension of visa shall apply only to the current entry and shall have no effect on the number of authorized entries or the entry validity period of the original visa. The accumulated length of extension shall not exceed the original duration of stay specified in the visa. If reissued, the original visa becomes invalid.
4. Applicants with Chinese household registrations shall cancel their household registrations before filing application, and shall submit certificate of cancellation of household registration when so required.
X. Laws & Regulations Tips:
1. Foreigners who apply for the extension of visa shall file the application at least 7 days prior to the expiry of the validity period on their visa.
2. Applicants whose passports or other international travel documents are held by the exit/entry administration authorities for the purpose of application processing can legally stay in China on the strength of acceptance receipts.
3. Entities or individuals that issue written invitations shall be liable for the fidelity of the contents.
4. The exit/entry administration of public security organ can verify the fidelity of the specific application matters by way of interview, telephone call or on-the-spot investigation. The applicant and entities or individuals that issue invitations and documents shall provide cooperation.
5. Decisions made by the exit/entry administration of public security organ on rejecting applications for visa extension or reissuance, or on not issuing foreigners’ stay or residence permits or not extending the duration of residence shall be final.
6. The visa-issuing authorities are not required to give reasons for refusing the issuance of a visa.
 
 
 
 
S2（短期私人事务）签证

S2字（短期私人事务）签证
一、申请对象
发给申请入境短期探亲的因工作、学习等事由在中国境内停留居留的外国人的家庭成员，以及因其他私人事务需要在中国境内停留的外国人
二、法律依据
《中华人民共和国出境入境管理法》
《中华人民共和国外国人入境出境管理条例》
三、申请条件
签证延期：持S2字签证入境的外国人，因原入境事由尚未终止或者因其他正当事由需要在签证停留期限届满后继续停留且无需变更签证种类的，应当在签证注明的停留期限届满七日前申请延长签证停留期限。
签证换发：按照国家规定需要变更停留事由、给予入境便利或者因使用新护照、持团体签证入境后由于客观原因需要分团停留的，应当在签证注明的停留期限届满七日前申请换发签证。
四、申请材料
1.有效护照或者其他国际旅行证件、签证页、入境验讫章原件和复印件。
2.《外国人签证证件申请表》。
3.住宿申报证明。
4.近期白底两寸正面半身免冠照片一张。
5.探亲人员，提交被探望人出具的函件、外国人居留证件和家庭成员关系证明。
6.其他人员，提交处理私人事务或者具有人道原因的相关证明。
7.被探望人或申请人亲属代为申请的，提交被探望人或申请人有效身份证明以及出具申请人在华期间费用和遵守中国法律担保书。
8.因外国人护照即将到期或者签证页用完等情况领取新护照的,除提供1至4项材料外，还须提交本次入境时所持护照或者所属国驻华使领馆出具的已收回本次入境时所持护照的相关证明。可换发与原S2签证入境有效期、停留期及原S2签证剩余有效入境次数一致的签证。
9.因外国人入境后增加偕行人的，除提供1至4项材料外，还须提交本次入境时所持护照，偕行人的出生证明。可换发与原S2签证入境有效期、停留期及原S2签证剩余有效入境次数一致的签证。
10.因外国人持团体签证入境申请分团停留的，除提供1至6项材料外，还须提交接待旅行社证明函件等材料。
11.其他应当提交的证明材料。
五、申请时限
1.延期：对探亲人员，可以申请延长不超过180日的停留期限；对其他人员，可以申请延长不超过90日的停留期限。具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。
2.换发：可以申请换发入境有效期不超过3个月，停留期不超过180日的零次或者一次签证。签证换发的停留期自本次入境之日起连续累计不超过1年。具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。
六、代为申请
   公安机关出入境管理机构受理外国人申请签证和居留证件延期、换发、补发以及停留证件，应当要求申请人本人到公安机关出入境管理机构办理相关手续并接受面谈。具有下列情形之一的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请

7.外国主管部门或者公证部门出具的婚姻证明、出生证明、亲属关系证明、姓名等资料变更证明等应当经中国驻该国使领馆认证。
8.未满18周岁在华申请的，还应当提交出生证明、父母的护照及境外定居证明。
十、法规提示

Family members of foreigners staying and residing in the territory of China for work or study who apply for short-term visits to relatives; Foreigners who need to stay in the territory of China for other personal matters

III. Application Requirement
Visa extension: For the reason that the activity or activities for which foreigners apply for the S2visa originally has not yet terminated or for other legitimate reasons, foreigners holding S2 visa, who need to stay beyond the expiration date specified in the visa and are not required to change the type of visa, shall apply for extending the visa at least 7 days prior to the expiry of the duration specified in the visa.
Visa reissuance: Foreigners who need to alter the original stay purposes, need to be granted entry convenience in accordance with law, or change their passports, or need to separate from a group visa with objective causes shall apply for visa reissuance at least 7 days prior to the expiry of the duration specified in the visa.
IV. Application Documents
1. Originals and copies of valid passport or other international travel document, visa, entry stamp;
2. Visa, Stay Permit and Residence Permit Application Form;
3. Accommodation Registration Form for Foreign Nationals;
4. One recently taken half-length, white background, bareheaded, full-faced two-inch photo;
5. Foreigners who visit relatives shall produce correspondence provided by visited relatives, residence permits of foreigners and kinship certificate of family members;
6. Ordinary applicants shall produce relevant certificate of personal matters or humanitarian reasons;
7. The entrusted relatives shall submit their certificate of valid identity and the guarantee of applicant’s expense during his/her stay in China and the guarantee for the applicant’s observation of laws and regulations of China;
8. Applicants, who hold a new passport for the last one is about to expire or visa pages have run out, shall produce the foregoing documents in items 1 to 4 hereinabove, and submit the passport used for entry into China or certificate issued by embassy or consulate of applicant’s country in China, certifying that the passport used for entry has been collected; Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;
9. For newly added accompanying persons in passports, applicants shall produce the foregoing documents in items 1 to 4 hereinabove, as well as the passport used for entry into China and birth certificates of the newly added accompanying persons. Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;
10. For group visa holders who apply for separating from the group, applicants shall produce the foregoing items 1 to 6, as well as proof letters by travel agencies, etc.
11. Other documents required by the local exit/entry administrations of public security organs when necessary.
V. Duration of stay
1.Extension：Applicants who visit relatives may apply for duration of stay within 180 days; while ordinary applicants may apply for duration of stay within 90 days. The exit/entry administrations of public security organs shall have the discretion to determine the appropriate duration of stay on the basis of the applicant’s situation.
2. Reissuance: Applicants can apply for validity period of entry within 3 months and duration of stay within 180 days with zero or single entry. The accumulated duration of stay on the reissued visa shall not exceed 1 year from the last entry into China. The exit/entry administrations of public security organs shall have the discretion to determine the appropriate duration of stay on the basis of the applicant’s situation.

Marriage license, birth certificate, kinship certificate, and alteration certificate of name and other information issued by foreign responsible administrative or notarization departments should be authenticated by Chinese embassy or consulate in the applicant’s country;
7. Marriage license, birth certificate, kinship certificate, and alteration certificate of name and other information issued by the embassy or consulate of applicant’s own country in China is valid as well.
8. Applicant who is under the age of 18 shall submit birth certificates, parents’ passports and the certificate of permanent residence abroad.

发给入境从事交流、访问、考察等活动的外国人。
二、法律依据

三、申请条件
签证延期：持F字签证入境的外国人，因原入境事由尚未终止或者因其他正当事由需要在签证停留期限届满后继续停留且无需变更签证种类的，应当在签证注明的停留期限届满七日前申请延长签证停留期限。
签证换发：按照国家规定需要变更停留事由、给予入境便利或者因使用新护照、持团体签证入境后由于客观原因需要分团停留的，应当在签证注明的停留期限届满七日前申请换发签证。

六、代为申请
   公安机关出入境管理机构受理外国人申请签证和居留证件延期、换发、补发以及停留证件，应当要求申请人本人到公安机关出入境管理机构办理相关手续并接受面谈。具有下列情形之一的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请：
1、未满16周岁或者已满60周岁以及因疾病等原因行动不便的。
2、非首次入境且在中国境内停留居留记录良好的。
3、邀请单位或者个人对外国人在中国境内期间所需费用提供保证措施的。
   属于国家有关外国高层次人才和急需紧缺的专门人才以及具有前款第一项情形的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请。
 七、办理流程
咨询——填写表格——取号——受理——获取取证回执——打印缴费凭证——缴费——取证。
 八、办结时限
7个工作日。
九、注意事项

1.申请延长签证停留期限的，应在签证注明停留期限届满7日前提出申请。

III. Application Requirement
Visa extension: For the reason that the activity or activities for which foreigners apply for the F visa originally has not yet terminated or for other legitimate reasons, foreigners holding F visa, who need to stay beyond the expiration date specified in the visa and are not required to change the type of visa, shall apply for extending the visa at least 7 days prior to the expiry of the duration specified in the visa.
Visa reissuance: Foreigners who need to alter the original stay purposes, need to be granted entry convenience in accordance with law, or change their passports, or need to separate from a group visa with objective causes shall apply for visa reissuance at least 7 days prior to the expiry of the duration specified in the visa.
IV. Application Documents
Originals and copies of valid passport or other international travel document, visa, entry stamp;
Visa, Stay Permit and Residence Permit Application Form;
Accommodation Registration Form for Foreign Nationals;
One recently taken half-length, white background, bareheaded, full-faced two-inch photo;
The proof letter of the host organization; (The letter shall contain the brief description of the inviting entity and applicant, the applicant’s activity in China, the planning period of stay of the applicant in China, the applicant’s travel itinerary, the guarantee of the host organization for the expenses of the applicant during his/her stay in China and the guarantee for the applicant’s observation of laws and regulations of China);
Host organizations not registered or filed for annual inspection shall submit legal proof of registration to the local exit and entry administration authority of public security organ; host organizations registered and having filed for annual inspection shall submit proof of registration for annual inspection(see the Instructions of Registration and Record of Host Organizations);
Applicants, who hold a new passport for the last one is about to expire or visa pages have run out, shall produce the foregoing documents in items 1 to 4 hereinabove, and submit the passport used for entry into China or certificate issued by embassy or consulate of applicant’s country in China, certifying that the passport used for entry has been collected; Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;
For newly added accompanying persons in passports, applicants shall produce the foregoing documents in items 1 to 4 hereinabove, as well as the passport used for entry into China and birth certificates of the newly added accompanying persons. Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;
For group visa holders who apply for separating from the group, applicants shall produce the foregoing items 1 to 6, as well as proof letters by travel agencies, etc.
10. Other documents required by the local exit/entry administrations of public security organs when necessary.
V. Duration of stay
1. Extension: Applicants may apply for duration of stay within 180 days. The exit/entry administrations of public security organs shall have the discretion to determine the appropriate duration of stay on the basis of the applicant’s situation;
2. Reissuance: Applicants can apply for validity period of entry within 1 year and duration of stay within 180 days with zero，single or multiple entries. Foreigners as high talents or investors can apply for validity period of entry within 5 years and duration of stay within 180 days with multiple entries. The accumulated duration of stay on the reissued visa shall not exceed 1 year from the last entry into China. The exit/entry administrations of public security organs shall have the discretion to determine the appropriate duration of stay on the basis of the applicant’s situation.
VI. Entrusted Application
     The application of visa, the extension and reissuance of residence permit as well as stay permit are accepted by exit and entry administration of public security organs, where the applicant is required to go through relevant formalities in person and at the same time, be interviewed. Under any of the following conditions, the application may be entrusted to host organizations or individuals, relatives of the applicant, or specialized agencies:
   1. The applicant is under the age of 16 or at the age of 60 or above, or has mobility difficulties for illness or other reasons;
   2. The applicant has been to China before and keeps a good record of stay or residence in China;
   3. Provision of guarantee measures for the expenses required in China by the host organization or individual to the applicant.
Foreigners applying for residence permits as high level talents or talents in short supply, or under the circumstance prescribed in condition 1, may entrust application to their host organizations or individuals, relatives of the applicant, or specialized agencies.

IX.Notice:
1. All relevant documents issued by overseas organizations shall have Chinese translation;

X. Laws & Regulations Tips:
1. Foreigners who apply for the extension of visa shall file the application at least 7 days prior to the expiry of the validity period on their visa;
2. Applicants whose passports or other international travel documents are held by the exit/entry administration authorities for the purpose of application processing can legally stay in China on the strength of acceptance receipts;
3. Entities or individuals that issue written invitations shall be liable for the fidelity of the contents;

一、申请对象

签证换发：按照国家规定需要变更停留事由、给予入境便利或者因使用新护照、持团体签证入境后由于客观原因需要分团停留的，应当在签证注明的停留期限届满七日前申请换发签证。非持M签证入境申请换发M签证的，须由邀请单位提出申请。
四、申请材料
1.有效护照或者其他国际旅行证件、签证页、入境验讫章原件和复印件。
2.《外国人签证证件申请表》。
3.住宿申报证明。
4.近期白底两寸正面半身免冠照片一张。
5.邀请、接待单位或者个人出具的证明函件（内容应包括：①邀请单位和申请人基本情况;②申请事由：来华活动内容、在华停留期限、出入境行程安排等；③在华期间生活费用和遵守中国法律担保④邀请者为个人的，双方现场签字）。
6.未登记备案和年审的单位，提交经年检的注册登记证明。已通过年审的登记备案单位提供经年审的登记备案证明。（提交注册登记证明材料标准参照登记备案须知）
7.合作伙伴为个人的，出具的函件应当签名并提供本地户籍证明或者实际居住地居住证明。
8.因外国人护照即将到期或者签证页用完等情况领取新护照的,除提供1至5项材料外，还须提交本次入境时所持护照或者所属国驻华使领馆出具的已收回本次入境时所持护照的相关证明。可换发与原M签证入境有效期、停留期及原M签证剩余有效入境次数一致的签证。
9.因外国人入境后增加偕行人的，除提供1至5项材料外，还须提交本次入境时所持护照，偕行人的出生证明。可换发与原M签证入境有效期、停留期及原M签证剩余有效入境次数一致的签证。
10.因外国人持团体签证入境申请分团停留的，除提供1至6项材料外，还须提交接待旅行社证明函件等材料。
11.其他应当提交的证明材料。
五、申请时限
1.延期：可以申请延长不超过180日的停留期限，具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。
2.换发：可以申请换发入境有效期不超过1年，停留期不超过180日的零次、一次、二次或多次签证。签证换发的停留期自本次入境之日起连续累计不超过1年。具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。
六、代为申请
   公安机关出入境管理机构受理外国人申请签证和居留证件延期、换发、补发以及停留证件，应当要求申请人本人到公安机关出入境管理机构办理相关手续并接受面谈。具有下列情形之一的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请：
1、未满16周岁或者已满60周岁以及因疾病等原因行动不便的。
2、非首次入境且在中国境内停留居留记录良好的。
3、邀请单位或者个人中国境内期间所需费用提供保证措施的。

九、注意事项
1.有关证明外文材料应当翻译成中文。

③Family members of Hong Kong and Macao residents shall produce the Mainland China Entry Permit for Hong Kong/Macao Residents, Accommodation Registration Form of actual place of residence for over 6 months or the proof letter of the employer organization to prove the visited work for over 6 months in Chengdu;
④Family members of Taiwan residents shall produce the Mainland China Entry Permit for Taiwan Residents or the People’s Republic of China Travel Permit, Accommodation Registration Form of actual place of residence for over 6 months or the proof letter of the employer organization to prove the visited work for over 6 months in Chengdu;
⑤Family members of foreign citizens with Permanent Residence Permit of China shall produce the Permanent Residence Permit, Accommodation Registration Form of actual place of residence for over 6 months or the proof letter of the employer organization to prove the visited work for over 6 months in Chengdu;
7. The entrusted individuals shall submit their certificate of valid identity and the guarantee of applicant’s expense during his/her residence in China and the guarantee for the applicant’s observation of laws and regulations of China;
8. Applicants, who hold a new passport for the last one is about to expire or visa pages have run out, shall produce the foregoing documents in items 1 to 4 hereinabove, and submit the passport used for entry into China or certificate issued by embassy or consulate of applicant’s country in China, certifying that the passport used for entry has been collected; Applicant can get a reissued visa in accordance with validity period of entry, duration of stay and the left valid entry as those on the last visa;

For newly added accompanying persons in passports, applicants shall produce the foregoing documents in items 1 to 4 hereinabove, as well as the passport used for entry into China and birth certificates of the newly added accompanying persons. V. Duration of stay

X. Laws & Regulations Tips:
1. Foreigners who apply for the extension of visa shall file the application at least 7 days prior to the expiry of the validity period on their visa;

九、注意事项
1.有关证明外文材料应当翻译成中文。
2.申请人须接受面谈。满足代为申请条件的，可以代为申请。但通知申请人或者有关单位、个人面谈，无正当理由未在约定时间内接受面谈的，可以依法不予签发签证证件。
3.延长签证停留期限，仅对本次入境有效，不影响原签证的入境次数和入境有效期，且累计延长的停留期限不超过原签证注明的停留期限。换发签证的，原签证失效。

1. Foreigners who apply for the extension of visa shall file the application at least 7 days prior to the expiry of the validity period on their visa;
2. Applicants whose passports or other international travel documents are held by the exit/entry administration authorities for the purpose of application processing can legally stay in China on the strength of acceptance receipts;
3. Entities or individuals that issue written invitations shall be liable for the fidelity of the contents;
4. The exit/entry administration of public security organ can verify the fidelity of the specific application matters by way of interview, telephone call or on-the-spot investigation. The applicant and entities or individuals that issue invitations and documents shall provide cooperation;
5. Decisions made by the exit/entry administration of public security organ on rejecting applications for visa extension or reissuance, or on not issuing foreigners’ stay or residence permits or not extending the duration of residence shall be final;
6. The visa-issuing authorities are not required to give reasons for refusing the issuance of a visa.

GUIDELINES FOR STAY PERMIT AND REISSUANCE
 
一、申请对象
发给免办签证入境的外国人需要超过免签期限在中国境内停留的，外国船员及其随行家属在中国境内停留需要离开港口所在城市，或者具有需要办理外国人停留证件其他情形的外国人。
二、法律依据
《中华人民共和国出境入境管理法》
《中华人民共和国外国人入境出境管理条例》
三、申请条件
在中国境内的外国人具有以下情形之一的，应当向停留地县级以上地方人民政府公安机关出入境管理机构申请办理停留证件：
1.免办签证入境的外国人因非外交、公务事由需要超过免签期限继续停留的。
2.外国船员及其随行家属需要离开船舶停靠的港口所在城市的。
3.经批准退出中国国籍需要在成都停留的。
4.外国人居留事由终止因人道原因需要继续停留的。
5.在中国境内出生的外国婴儿需要在中国境内停留的。
6.具有需要办理外国人停留证件的其他情形。
四、申请材料
1.有效护照或者其他国际旅行证件、签证页、入境验讫章原件和复印件。
2.《外国人签证证件申请表》。
3.住宿登记证明。
4.近期白底两寸正面半身免冠照片一张。
5.按照实际事由：
（1）免办签证入境的外国人因非外交、公务事由需要超过免签期限继续停留的，须按照L、C、G、F、J2、M、Q2、R、S2、X2签证须知提供证明材料。
（2）外国船员及其随行家属需要离开船舶停靠的港口所在城市的，还应当提交海员证或者其他国际旅行证件和船舶代理公司说明亲属关系的证明函件，以及已确定日期和座位的机（车、船）票或者其他与停留事由相关的证明材料。
（3）经批准退出中国国籍需要在中国境内停留的，还应当提交《中华人民共和国退籍证书》和与停留事由相关的证明材料。
（4）外国人居留事由终止因人道原因需要继续停留的，应当提交居留证件和相关的证明材料。
（5）在中国境内出生的外国婴儿需要在中国境内停留的，应当提交婴儿的出生证明、护照和父母双方护照。
6.其他应当提交的证明材料。
五、申请时限
1.外国船员及其随行家属可以申请停留期不超过30日的停留证件。
2.外国人居留事由终止的，可以申请停留期不超过30日的停留证件。
3.其他情形，可以根据停留事由参照相应签证类别延期换发情况申请，最长不超过180日。
4.以上停留期的具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。
六、代为申请
   公安机关出入境管理机构受理外国人申请签证和居留证件延期、换发、补发以及停留证件，应当要求申请人本人到公安机关出入境管理机构办理相关手续并接受面谈。具有下列情形之一的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请
1、未满16周岁或者已满60周岁以及因疾病等原因行动不便的。
2、非首次入境且在中国境内停留居留记录良好的。
3、邀请单位或者个人中国境内期间所需费用提供保证措施的。
 七、办理流程
咨询——填写表格——取号——受理——获取取证回执——打印缴费凭证——缴费——取证。
 八、办结时限
7个工作日。
九、注意事项
    1.持有停留证件的外国人，由于客观原因无法在停留证件有效期内离境的，可以申请换发停留证件，并按照上述情形提交申请材料。

Stay Permit
 
Ⅰ Applicants
     Where visa-exempt foreigners need to stay in China longer than the visa-free period, or foreign seamen and their accompanying family members need to leave the cities where the ports are located, or under other circumstances in which foreigners’ stay permits should be applied for, they shall apply for such permits in accordance with relevant regulations.

Ⅲ Application Requirements
Where foreigners fall under any of the following circumstances, the visa holder shall file an application for stay permits to the exit/entry administration of public security organ under the local people’s government at or above the county level in the place of his/her stay:
1. Visa-exempt foreigners who enter China due to non-diplomatic or official reasons and need to stay in China longer than the visa-free period;
2. Foreign seamen and their accompanying family members who need to leave cities where the ports are located;
3. Those who renounced Chinese nationality upon approval of their applications and need to stay in Chengdu;
4.  Foreigners who terminate the reasons for residence and need to stay in China longer for humanitarian reasons;
5. Foreign infants born in China who need to stay;
6. Foreigners ordered to exit China within a prescribed time limit;
7. Other circumstances in which the issuing authority considers a foreigner’s stay permit should be applied;
Ⅳ Application Documents
1. Valid passport or other international travel documents, visa, entry stamp, and copies;
2. Visa Application Form;
3. Registration Form of Temporary Residence;
4. One recently taken half-length, white background, bareheaded, full-faced two-inch photo.
5. According to actual reasons:
 (1) Visa-exempt foreigners who enter China due to non-diplomatic or official reasons and need to stay in China longer than the visa-free period shall provide relevant supporting materials in accordance with relevant F, J2, M, Q2, R, S2, and X2 Visa Reissuance regulations;
 (2)  Foreign seamen and their accompanying family members who need to leave cities where the ports are located shall provide seamen’s certificates or other international travel documents and kinship certificate provided by shipping agency and tickets (airplane, train, or steamer) with settled date and seats or other relevant supporting material as wells;
(3) Those who renounced Chinese nationality upon approval of their applications and need to stay in China shall provide Certificate of Renunciation of Chinese Nationality, foreign passport or other international travel documents and other relevant supporting materials as well;
(4) Foreigners who terminate the reasons for residence and need to stay in China longer for humanitarian reasons shall provide valid foreigners’ residence permits and relevant supporting materials;
(5) Foreign infants born in China who need to stay shall provide its birth certificates and passport, and the passports of his/her parents;
6. Other documents required by the local exit/entry administrations of public security organs when necessary.
V. Duration of stay
1. Foreign seamen and their accompanying family members can apply for the stay permit with duration of stay within 30 days;
2. Applicants who terminate the reasons for residence can apply for the stay permit with duration of stay within 30 days;
3.Under other circumstances，the applicant can apply for the extension and reissuance of stay permit with appropriate duration of stay on the basis of stay purpose. The duration of stay at last shall not exceed 180 days;
4. The exit/entry administrations of public security organs shall have the discretion to determine the appropriate duration of stay on the basis of the applicant’s situation.
VI. Entrusted Application
     The application of visa, the extension and reissuance of residence permit as well as stay permit are accepted by exit and entry administration of public security organs, where the applicant is required to go through relevant formalities in person and at the same time, be interviewed. Under any of the following conditions, the application may be entrusted to host organizations or individuals, relatives of the applicant, or specialized agencies:
   1. The applicant is under the age of 16 or at the age of 60 or above, or has mobility difficulties for illness or other reasons;
   2. The applicant has been to China before and keeps a good record of stay or residence in China;
   3. Provision of guarantee measures for the expenses required in China by the host organization or individual to the applicant.

1. Foreigners holding stay permits who cannot exit China in validity period of stay due to objective causes shall apply for reissuance of stay permit and submit aforementioned application documents;
